The following developments took place in October 2009:

Roads

N25 Waterford City Bypass
The N25 Waterford City Bypass was officially opened by Mr. Martin Cullen T.D., Minister for Arts, Sport and Tourism, on 19th October, 10 months ahead of schedule. The 23km scheme commences at Kilmeaden, west of Waterford City, crosses the River Suir and ties in with the existing N25 (Rosslare to Cork route) east of Slieverue in Co. Kilkenny. One of the project’s main features is the cable-stayed bridge crossing the River Suir at Grannagh.

N52 Tullamore Bypass
The N52 Tullamore Bypass was officially opened by Taoiseach Brian Cowen T.D.on 23rd October, 10 months ahead of schedule. The road is expected to remove 10,000 cars from Tullamore town every day. The scheme involved the design and construction of approximately 11.5km of standard single carriageway and 2.5km of wide single carriageway. The route commences at the existing N52 in the townland of Heath and heads in a north-easterly direction crossing the Clodiagh River, then continuing north to cross the Tullamore River before proceeding in a northerly direction through the Ardan Hills where it terminates in Gormagh, County Offaly.

Heavy Rail

On the 30th October, Minister for Transport, Mr. Noel Dempsey TD was joined by the Chairman of CIÉ and Iarnród Éireann Dr John Lynch to mark the first track being laid on the Dunboyne Commuter Railway at Hansfield Station.

Airports

Minister Dempsey officially opened the new Terminal at Ireland West Knock Airport on Friday October 16th 2009.
Under the Transport 21 Capital Expenditure Grant Scheme, Ireland West Knock Airport was allocated funding for enhanced levels of safety and security and for developmental works including the extension of the apron and the terminal building.Expenditure to date has been mainly in respect of a perimeter fence and road, an Instrument Landing System and work in relation to the terminal extension.

Metro North

On 19th October, the RPA published a statutory notice informing interested parties that it had, on 1st October, submitted further information to An Bord Pleanála on the likely effect on the environment of the proposed Metro North project. This further information is on public display until 16th November 2009 at the Railway Procurement Agency (Parkgate St.), An Bord Pleanala (Marlborough St.), Dublin City Council (Wood Quay), Fingal County Council (Swords) and Ballymun Regeneration Ltd. (Ballymun Road). The documents may also be viewed at www.dublinmetronorth.ie

Luas

EIS for Luas Lucan Line (Line F)

On 22nd October, the RPA published a notice inviting observations by 27th November 2009 from interested parties on the environmental impact assessment process and in particular on the Final Draft EIS Scoping Report for the Lucan Luas line. The RPA proposes to submit a Railway Order application for this line to An Bord Pleanála in 2010. The line is Phase 1 of the proposed new Lucan line and will run from Newcastle Road in Lucan to Blackhorse Stop on the existing Luas Red Line. Phase 2 of the project (Line F2), which will be the subject of a separate railway order application and separate EIS, will involve a spur from the Luas Red Line on James’s Street via Thomas Street and Christchurch to Dame Street.
